New Report Highlights Recommendations for Service Improvements for Young Adults
The Dyfed-Powys Police and Crime Commissioner’s (PCC) Select Committee has released the findings of their review into crime and anti-social behaviour (ASB) intervention, prevention, and engagement services for young adults aged 18-25.
A Select Committee approach enables the gathering of evidence to scrutinise a specific area of practice, through engagement, research, and inviting key stakeholders to attend Select Committee Hearings to provide evidence.
The Select Committee gleaned evidence through engaging young people, running an open call for evidence, undertaking internal scrutiny activities, and through the attendance of key police and local authority representatives at a Hearing. As a result of this activity, the Select Committee has set 13 recommendations linked to areas for improvement. These have been shared with the relevant partners, and include:
- To ensure a focus on social and emotional skills and healthy relationships in services for young adults;
- For Dyfed-Powys Police to consider undertaking a structured analysis (a Strategic Profile) of crime and ASB committed by 18–25-year-olds, to ensure a comprehensive understanding of the intervention, prevention, and engagement services which need to be in place for this age group;
- For partners to actively promote their intervention, prevention, and engagement services for 18–25-year-olds, to ensure all key stakeholders are aware of what is available;
- For learning of relevant evaluations to be shared between local authority areas; and
- To demonstrate the impact of police prevention activity to young adults.
Police and Crime Commissioner Dafydd Llywelyn said:

We have listened to young adult’s voices throughout this process, which has been key in developing the recommendations around services which may directly affect them and their peers.

“As the force lead for Prevention, I am grateful to the Police and Crime Commissioner and his office for the significant work that has been undertaken around the publication of the select committee review of crime and ASB prevention and engagement services for young adults, aged 18-25. I welcome the findings contained within the report, which have come at a time that we are enhancing our operating model around Prevention, Intervention and Engagement Services.
As a force, we will now work to embed the recommendations set out in this report, to ensure all that can be done, is being done around preventing crime, ASB and the criminalisation of children and young adults across our force area.”
